Non-Member Exams
Las Vegas and Alamitos Squadrons are in the process of testing non-members. Please follow the instructions for
ordering exams to the letter. As a reminder, plan for up to 30 days to receive exams from HQ.
Enrolling Non-Member Students in USPS University and Ordering Exams
Exams can now be ordered for non-members. Please follow procedures below enrolling the non-member students in USPS University and ordering exams.

The non-member will get a certificate number that may be used for all future
courses and seminars and will become their membership number on joining USPS. The enrollment only needs to take place once for each student
.
The following procedure is to be followed by the SEO only at this time:
1. The ED-46 seminar registration form available on the Educational Department web site can be used to collect the data from the nonmember student prior to entering it in the system.
2. To enroll the student the SEO must have the Squadron Account number, the DB 2000 password (master, updater or user) and their certificate number.
3. The SEO goes to http://www.usps.org/php/DHinders/USPSU/enroll.php and enrolls each non-member student.
4. All information on the enrollment form should be requested from the student and entered. At a minimum the
name, address, city, state and telephone must be entered. An email address is preferable for communication purposes and should be requested from the student.
5. An email will be sent to the SEO confirming receipt of each student enrollment.
6. On the next business day Headquarters will assign a certificate number for each student.
7. The SEO will receive an email with each student’s certificate number.
8. The SEO needs to notify the student of their certificate number.
9. The enrollment is only necessary for the first class or seminar taken.
10. Non-member students will be included on the ED-6 forms and critiques.
11. If the student later becomes a member they will retain their certificate number and all their course and seminar
completions.

Note! Students are assigned to USPS University and are not assigned to your squadron.
Exams are to be ordered for non-members and members using the same on line ED-33 as we use today. http://

There is also a search function on the enrollment page that allows you to search for students within 10, 20, 50 or 100 miles of your Squadron. There is no need to enter a zip code as the search is based on your squadron’s zip code when you log in.

Laser Fire Extinguisher Training System Available
Thanks to the Educational Fund, we now have a $12,000 laser fire extinguishing training system. This system helps
in training and practice with various types of fires using a simulated fire and a laser pattern projected from the
extinguisher nozzle. Results are scored for time to extinguish the fire. This system is ideal for Boat Operator
Certification and boating events. It is available through HQ Marketing. We recommend districts coordinate events.

PowerPoint/Flash Problems
If you have been trying to use PowerPoint for one of our courses or seminars and receive the error message “Some controls on this presentation can’t be activated. They may not be registered on your computer.” Try the
following few steps from Microsoft Tech Services that should help resolve the problem: The error message you are seeing is usually related to a flash OCX file not being properly registered on your computer. You could try the following to resolve your issue:

Quit PowerPoint.
Run the following command (using Start -> in the start search box, type in the following command):
regsvr32.exe “C:\WINDOWS\system32\Macromed\Flash\Flash.ocx”
Note that the exact path may vary and the command should be applied to any of the following files that exist in the
noted directory:
flash.ocx
/ flash8.ocx
flash9.ocx

Revision 4 of Piloting Released.
Piloting Rev 4 is now being shipped. Rev 4 is being shipped with the new Rose Point Coastal Viewer charting program instead of the earlier MapTech software. There is no change to the individual chapters in the Student Guide/Manual; however Appendix B has been replaced; it now describes the use of Coastal Viewer instead of MapTech. You can identify Rev 4 by its cover; instead of saying “Student Manual” or “Student Guide” it now says only “Piloting.” There is a typo on the frontispiece—the obverse side has “Rev 3” in the lower corner. The reverse side correctly identifies it as Rev 4. Since the instructional material has not changed, Rev 3 Student Guides can still be used in teaching the Piloting course. (11 May 10)

Piloting Manual Errata.
In 2008 the standard for labeling speed was revised from “two significant digits” to the more traditional “tenth of a
knot.” Unfortunately, this change was omitted in some places in the most current Instructor Manual and Student Guide.

2008 Instructor Manual
/ Page vii: An older version of the Piloting Plotting and Labeling Standards is shown with twodigit
speeds. (Fortunately, the Plotting and Labeling Standards included in the Student Guide is correct.)(Page 169: An older version of the Piloting Cruise solution with two-digit speeds is shown. The most current plot, downloadable below, has been corrected to show speeds to tenths. (Page 180: The solution to Exercise 7-1 shows two-digit speeds. PowerPoint slide 7-9 shows correct speed annotation.

2006 Rev 3 Student Guide
Page 44: Figure 3-1 incorrectly asks for two-digit speeds. PowerPoint slide 3-9 shows the correct version of this illustration, calling for speeds to tenths.

Piloting PowerPoint Updates
The PowerPoint presentations for Piloting have been updated and improved significantly. Many slides have been
changed from timed advance to “click to advance.” Piloting and AP CD version 6 contains these presentations. The CD can be procured separately through the catalog. Minor updates have also been made to the 2008 Instructor Manual, primarily to reflect the current version of the PowerPoints. (26 Apr 09)


Updated Celestial Tools Program
There is an updated version (v1.9.4) of the Celestial Tools program on the ONCom Tools web page. This is revised form last month.
